Yes, the BOB reporting is required for the DC insurance verification process to work properly

On the BOB file, we do no store an actual effective end date. Would the future renewal date suffice?
The anticipated renewal date should be sent as the effective end date.

If a vehicle is added to a policy, what should be reported for the effective begin date in the BOB file - the policy begin date or the date the vehicle was added to the policy?
The date the vehicle was added to the policy should be reported.

If the policy had a lapse, what should be reported for the effective begin date in the BOB file - the orignial policy begin date or the date the coverage was resumed.
The date the coverage was resumed should be reported. The vehicle should not have no break in coverage between the effective begin date and the transmission date.

On the BOB file, we do not have the original effective begin date. Would the last renewal date suffice?
The last renewal date can be submitted as the effective date.
Q.
If we have a policy with 2 vehicles and 2 drivers. Would we report 4 records to you for this?
You should only report one record per vehicle. The primary policy holder should be submitted as the individual, not the driver.
Q.
Does DC require reporting of the following vehicle types:
- Mopeds
- Motorcycles
- Motor scooters
Mopeds and Motor scooters are not to be included in either the cancellation or book of business files. Only Motorcycles are to be included.

For our BOB if we are reporting under 4 different NAIC numbers will we be sending 4 BOB files to you?
The insurance company has the choice of either sending multiple BOB files, one for each NAIC code, or sending one file with data for all naic codes. For a single file any of the NAIC codes can be used as the SENDER in the header row.

Will the current secured website portal (PIER Website) for manually entering personal and commercial cancellations be available with IVS or will carriers using this method be required to switch to weekly reporting of cancellations?
DC PIER System was decommissioned on September 30th, 2020 and all insurers are now required to report to DCIVS.
Q.
Can the file naming conventions be more specific for both inbound and outbound files, including all possible files combinations for encrypted functional acknowledgements, reject and error files?
For inbound BOB files, carriers are free to pick a file name convenient to them. For outbound BOB file naming convention, please refer to the latest version of the DC IVS Implementation Guide for Insurance Companies.

When will the Site Address (IP Address), ID, Password, Sub-Directory (Folder), PAP Public Key be provided to the insurance company?
This information will be provided to the insurance companies following registration on the DCIVS website.
Q.
What are the date ranges for the in force (BOB) file?
Your BOB file should be generated and submitted to DCIVS weekly. You can do this on any day of the week as long as there has not been more than 7 days since your last submission. The BOB file should contain all active policies as of the day the file was created. A date range is not required within the BOB file format.

Is there a specific naming convention we need to use when naming the files?
There is no specific naming convention required. We do recommend including a combination of NAIC Code and date/time stamp

For the error files that are returned from the state, are we allowed to delete those files placed in the folder?

What if we have no data to submit for all our writing companies, do you want the header and trailer for each company?
If you have no data to report for any of your companies, you should not submit a file. You should send an email to the DCIVS Help Desk informing them that you have no data to report.
